近日，辽宁省发改委印发《关于停止执行“先建先得”政策后续有关事项的通知》，指出，在光伏扶贫政策出台前，辽宁省各市和有关项目业主要暂缓推进需要占用年度规模指标的光伏项目进程；各市应优先推进户用电站以及不需要占用年度规模指标的村级光伏扶贫电站项目建设；暂缓推进非自然人全额上网分布式扶贫电站项目建设，停止推进集中式扶贫电站项目建设。鼓励和支持各市加快自然人建设分布式以及非自然人自发自用、余电上网分布式等不占用年度规模指标项目建设。
