2018年4月13日，国家能源局发布《关于征求光伏发电相关政策文件意见的函》，对《关于完善光伏发电建设规模管理的意见》和《分布式光伏发电项目管理办法》两个文件进行征求意见，要求各单位于2018年4月25日前书面反馈国家能源局新能源司。 《分布式光伏发电项目管理办法》最大的变化莫过于：工商业分布式不能选择全额上网。除户用分布式光伏可选择全额上网模式外，其余小型分布式光伏发电设施可选择“全部自用”“自用为主、余电上网(上网电量不超过50%)”两种运营模式;如余电上网电量超过50%，上网功率超出其备案容量50%部分的电量按基础电价结算，不再支付补贴。鼓励上述上网电量参与市场化交易或碳市场等机制，通过市场方式提高经济性。小型分布式光伏电站应采用“全部自用”的运营模式。
