国内首个水光蓄储一体化光伏项目并网发电

文章来源:国务院国有资产监督管理委员会网站  发布时间:2026-01-30 1月28日,中国电建四川阿坝小金川流域光伏基地项目首批光伏并网发电,标志着国内首个水光蓄储一体化光伏项目投入运行,实现了我国高海拔地区多能互补开发的重大突破。 四川省阿坝州小金川流域光伏基地项目位于平均海拔3700米的川西高原地区,总占地面积3227亩,装机规模16万千瓦,并在海拔3800米处配套建设升压站及16兆瓦/32兆瓦时构网型储能。项目采用“牧光互补”生态模式,通过科学布局光伏阵列及离地2.0米的高架设计,实现“板上发电、板间放牧、板下修复”的土地复合利用模式,既保护高原草地生态,又促进生态修复与现代牧业协同发展。项目依托创新构建的“梯级水电补偿、多能协同平抑、富余电能储能及黑启动重构”多级互补体系,成功打造了我国首个水光蓄储实时协同控制的示范标杆。 项目全容量并网后,年均发电量约2.8亿千瓦时,可满足14万户家庭年度用电需求,每年可节约标准煤8.7万吨,减少二氧化碳排放约26.25万吨,将为我国西部地区构建新型电力系统、推动“双碳”目标实现提供可复制、可推广的示范样板,具有重要的技术引领与产业示范意义。
